Craig worked for the Florida Office of the Auditor General for about 8 years and completed organizational, management structure, performance, and compliance reviews for a variety of state agencies and programs. Examples include but are not limited to the Florida Board of Medicine, Florida Nursing Board, Florida Board of Real Estate, Florida Construction Industry Licensing Board, Florida Department of Business and Professional Regulation, State Attorneys and Public Defenders, Florida Department of Corrections, Florida Child Care Licensing Program, Florida Agency for Persons with Disabilities, Florida Department of Children and Families,
Craig Chown served as a policy and budget advisor to Florida Governor’s Lawton Chiles and Jeb Bush, and was responsible for oversight of several public safety related agencies with total budgets in excess of $3 billion, Agency Budget Request reviews, legislation, strategic planning, Governor veto reviews and recommendations, and Florida Sheriffs budget appeals process.
Craig also served as the Florida statewide Chief of Administration & General Services in the Florida Department of Juvenile Justice. In this executive level position, Craig was responsible for statewide management and oversight of a wide variety of administrative functions statewide including but not limited to:purchasing, budget, inventory, contract management, insurance, construction, facility maintenance, vehicle fleet management, emergency management and disaster preparedness, workers compensation performance, and legislative and government affairs.

CGW Federal & State Environmental Mitigation Credits Overview Summary

Craig Chown representing Chown Consulting successfully coordinated the permitting of the CGW Mitigation Bank with 14 Federal, State, and local regulatory agencies which resulted in awarding of very scarce federal and state saltwater mitigation credits.  These credits can be purchased by developers, landowners, and homeowners to help offset environmental impacts of their development projects to maximize environmental uplift and overall environmental protections. CGW is located in Vero Beach, Florida.  It should be noted that the CGW Mitigation Bank consists of about a mile of waterfront along the Indian River Lagoon Basin and about 151 acres just to the south of the Grand Harbor residential development in Vero Beach, Florida. Development rights on this land were forfeited, and the property was designated as conservation land to ensure that it would be protected against future development and environmentally preserved forever. In addition, we also have mitigation credits in St. Lucie County.

The mitigation bank service areas awarded by federal and state regulatory agencies include projects in Brevard, Indian River, St. Lucie, Martin, and potentially Palm Beach Counties which are approved by applicable federal and state regulatory agencies such as the U.S. Army Corps of Engineers, Florida St. Johns River Water Management District, South Florida Water Management District, and the Florida Department of Environmental Protection.

Craig Chown provides business development, marketing, and sales of these credits to interested parties. In addition, Craig provides government relations services necessary to obtain approvals by applicable Federal and State regulatory agencies, and local entities such as local Planning & Zoning Departments and County Commissions.

Who can utilize and benefit from these TDR’s?

The TDR’s can be transferred to other properties in Indian River County for use by landowners, investors, and developers for their residential projects. As noted above, Craig Chown will work with
buyers to help them go through the County approval processes.

What can the Transfer Development Rights (TDR’s) be used for?

The TDR’s can be used for residential projects such as multi-family, townhomes, single family home development and other residential projects subject to approval by the Indian River County. The TDR’s can result in a 20% adjustment to development rights for properties in Indian River County. For example, if a property is zoned for 10 residential units, the TDR’s can be used to adjust the residential development on the property for an additional 20% which amounts to another 2 units resulting in a combined adjusted total of 12 units. As an additional example, if a property is zoned for 100 residential units, the TDR’s can be used to adjust the residential development on the property for an additional 20% which amounts to another 20 units resulting in a combined adjusted total of 120 units.

How much do TDR’s Cost?

The purchase price is $20,000 for each TDR. As referenced above, this price shall include Craig Chown assisting buyers go through the County approval process for the use of the TDR’s for their properties in a timely manner.

Are TDR’s Transferrable?

Yes, TDR’s are transferrable from persons, investors, LLC’s or other business entities, development projects, and between properties within Indian River County, Florida. For example, if a developer purchases TDR’s, they may use the TDR’s for a given project or other projects that they may have in the future. TDR purchasers may sell the TDR’s to other persons or entities.
